Septate spores on Phragmites

There were plenty of these black spots growing on dead Phragmites australis flowers near shoreline.

In the micro view there were only spores to be found. They are brown, measure 10.3 - 13.8 × 4.8 - 6.2 µm and have up to three septas.

Any idea what this is?
