Is the fungus rather forming acervuli? That'd be a rather flat fruitbody covered by the bark, and erumpant when the conidia's are mature. Could you measure the conidia's?
On Quercus (Quercus ilex?), that could be Coryneum elevatum. It's a coelomycete.

in the Sutton key of Coryneum, C. elevatum could be.
